Deliverable 1a: An Inventory of Legal and Institutional Issues that are or can become Barriers to eGovernment

The Barriers to eGovernment project team identified seven key categories of barriers that can block or constrain progress on eGovernment and eight legal foundations that underpin these barriers. The project aimed to collect further information about barriers relating to eGovernment from stakeholders. The inventory enabled those interested in eGovernment to share experiences and ideas with others working in this area and ensure the research team considered all the key barriers to eGovernment within the project.

Deliverable 1b: A Legal and Institutional Analysis of Barriers to eGovernment

A Legal and Institutional Analysis of Barriers to eGovernment provides a detailed analysis of the seven key barrier categories and their legal foundations that can constrain or block eGovernment progress.

Deliverable 2: Breaking Barriers to eGovernment: Case Study Report

As part of the study the project team have conducted five broadly defined case studies (eConsultation; Public Registries; Digital Citizen Rights; Cross Border eProcurement; and Employment Mobility). The purpose of the cases is to explore eGovernment barriers and their legal and institutional foundations in relation to practical examples of eGovernment at the local, regional, national and pan-European levels; and assist in pointing towards possible resolutions of the key issues.

Deliverable 3: Solutions for eGovernment

Solutions for eGovernment proposes a number of organisational and legal solutions to overcome barriers to eGovernment.

An Online Survey of Barriers to eGovernment

As part of our study, the OII launched an online survey to identify key obstacles to achieving the potential benefits of eGovernment in May / June 2006.

The project team has produced a brochure, summarising the solutions for eGovernment proposed by Breaking Barriers project team.

The Breaking Barriers Project eNewsletter

Every two months the project team distributed an eNewsletter. In addition to the findings from the project, the newsletter contains eGovernment news, information and resources.

Workshop resources

The project team ran 6 workshops during the study. After each event a number of resources were provided on the website including a workshop report, PowerPoint slides and webcasts of presentations.
